Recently, the "Animal Epidemic Prevention Law of the People's Republic of China" was officially implemented, which clearly stipulates the behavior of dog breeding:
Units and individuals raising dogs must be regularly immunized against rabies vaccines in accordance with regulations, and apply for registration with the local dog registration authority with an immunity certificate issued by an animal diagnosis and treatment institution. Anyone who takes a dog out of the house must wear a dog tag and take measures such as tying a dog leash in accordance with regulations to prevent dogs from injuring people and spreading diseases.
Therefore, in the future, if citizens go out to walk their dogs without tying a leash, it will no longer be a violation, but an illegal act!

So, why is it so important to tie a dog leash and wear a dog tag?
As the weather gets hotter, animals tend to be irritable and impulsive, and the number of people bitten by cats, dogs and other animals is also increasing month by month.
Dogs and cats are very cute, but they are easily infected with rabies virus after being bitten or scratched by them. Experts from the Dog Injury Clinic of Hangzhou Occupational Disease Prevention and Control Hospital said that in recent years, dog bites or scratches accounted for the highest proportion among patients who received rabies vaccinations, and many of them were injured by dogs raised by others.
How terrible is rabies?
The characteristic clinical manifestations of rabies in humans are excitement, hydrophobia, photophobia, dysphagia, mania, etc., and eventually death from respiratory, circulatory and systemic failure. The course of disease is usually 3 to 6 days and rarely exceeds 10 days. There is currently no effective treatment, and almost 100% of people die. It is the infectious disease with the highest case fatality rate in humans so far.
How to avoid being bitten or scratched?
1. Don’t provoke animals and try to avoid mad dogs.
2. Do not disturb dogs that are eating, sleeping or taking care of their puppies.
3. Do not throw sticks or stones at dogs.
4. Do not approach leashed dogs or dogs behind fences.
5. Do not run or get close to the dog quickly. Dogs are prone to bite when frightened or panicked.
6. Parents should especially take good care of children and avoid close contact with dogs.
7. When engaging in outdoor activities, try to avoid wild animals to avoid injury.
How to deal with bites and scratches?
If you are bitten or scratched by a dog, cat or other animal, you should go to a hospital with a dog injury clinic as soon as possible for standardized treatment (wound treatment, rabies vaccination, and immune globulin injection if necessary).
Wound treatment after bites and scratches
1. Immediately wash the injured area thoroughly and repeatedly with soapy water and running water (if soapy water is not available, you can also rinse directly with clean water).
2. Apply disinfectant such as dilute iodophor for disinfection.
3. Try not to put band-aids, bandages, etc. on the wound, and keep the wound open.
How to judge whether you need to be vaccinated against rabies
1. Touch or feed animals. The skin where the animal licks is intact and does not require treatment.
2. If you bite on exposed skin or have minor scratches and abrasions without bleeding, you should also get vaccinated and treat the wound immediately.
3. If one or more penetrating skin bites or scratches occur, the skin where the animal licks is damaged, or the mucous membrane where the animal licks is contaminated by saliva, vaccination and immune globulin injections are required immediately, and the wound is treated at the same time.
How to prevent pets from being infected?
1. Dogs are the main source of rabies infection. Once you find suspicious rabies around, you must take good care of your pets to avoid being bitten by wild dogs.
2. Keep your dog on a leash when going out, and do not disturb passers-by and do not let your pet come into contact with other strange pets or wild dogs.
3. After your pet is bitten by another animal, you should go to the pet hospital for treatment in time to prevent the virus from invading through the wound and causing infection.
4. Puppies and kittens under three months old do not need to be vaccinated against rabies. When they are three months old, they must be vaccinated against rabies according to the prescribed injection procedures.
